Verdict

 Once a core member of a famous team set up – the Fire Rain.  Now with upgrades to other Shikigamis, Fire Rain is not as OP as before.  Though Hououka is still a very good crowd control unit.

 

In the current Global server, the Fire Rain is a very valid set up.
